ISSUE: Should the City apply to the fall 2025 Rescue Squad Assistance Fund (RSAF) grant program?
RECOMMENDATION: That City Council:
1. Approve the competitive RSAF grant application for funding up to $26,200, due September 15, 2025, to the Virginia Department of Health (VDH), Office of Emergency Medical Services (OEMS).
2. Authorize the City Manager to execute the necessary documents that may be required.
BACKGROUND: On August 1, OEMS opened the competitive fall 2025 RSAF Grant opportunity to provide emergency medical services (EMS) agencies matching funds for equipment, training supplies, special projects, and other priorities.
DISCUSSION: To prevent staff injury and better serve patients with obesity, the Alexandria Fire Department (AFD) intends to purchase specialized transportation equipment and training tools through RSAF grant funding.
FISCAL IMPACT: The RSAF grant is primarily a reimbursement program, and the projected period of performance for this grant is from January 1, 2026, through December 31, 2026. Upon grant award and acceptance in January 2026, the AFD will initially pay the full $26,200 projected cost. After receiving 50% reimbursement from OEMS, the net cost to the AFD will be $13,100. The AFD 50% share will come from its FY 2026 general fund budget for EMS incident response.
