ISSUE: Consideration of the Resolutions establishing the process to be used to adopt operating budgets and capital improvement programs during the term of this City Council.
RECOMMENDATION:
(1) That City Council discuss the attached Resolutions establishing the process to be used to adopt operating budgets and capital improvement programs during the term of this City Council and the FY 2014 Budget Guidance;
(2) That City Council adopt these Resolutions at Council's January 12, 2013 public hearing meeting.
DISCUSSION: These resolutions would establish the framework for the City Council's deliberations for budget adoption and give guidance to the City Manager to be used in his preparation of the Proposed FY 2014 Operating Budget and 2014-2023 Capital Improvement Program to be presented to City Council on February 26, 2013.
