ISSUE: Consideration of a Resolution to apply for CY 2025 competitive grant to the Virginia Department of Transportation (VDOT) for FY 2029 and FY 2030 Revenue Sharing Program funding in the amount of $5 million. $3.5 million is applied for milling and resurfacing of various roads and $1.5 million is applied for a bridge rehabilitation project.
RECOMMENDATION: That City Council:
1. Adopt the attached resolution (Attachment 1) to apply in CY 2025 for the VDOT Revenue Sharing Program to be funded in fiscal years 2029 and 2030 for $5 million over a two-year period for milling and resurfacing of various roads and a bridge rehabilitation project at Eisenhower Avenue over Cameron Run; and
2. Authorize the City Manager to submit the application and enter into any agreements with the state that may be required to receive these funds should the requested allocation be approved.
BACKGROUND: VDOT provides grant funding for the reconstruction and rehabilitation of deteriorated roads and bridges through its Revenue Sharing Program. This funding is available for roads maintained by VDOT and those that are locally maintained/owned. Funds are matched, dollar for dollar, with state funds, with certain limitations on the amount of state funds authorized per locality.
