Consideration of a Budget Resolution Establishing the Process to be Used to Adopt the FY 2027 Operating Budget and the FY 2027 to FY 2036 Capital Improvement Program.

ISSUE: To determine the process that will guide FY 2027 budget deliberations.
RECOMMENDATION: That City Council adopt the proposed resolution (Attachment) establishing the process to be used to adopt the FY 2027 Operating Budget and the FY 2027 to FY 2036 Capital Improvement Program.
BACKGROUND: This resolution will establish the framework for City Council's deliberations for the FY 2027 Operating Budget and FY 2027 to FY 2036 Capital Improvement Program to be presented for City Council consideration on February 24, 2026.
DISCUSSION: City Council annually adopts a resolution to establish the framework for their budget deliberations. The process to be used to adopt the FY 2027 Operating Budget and the FY 2027 to FY 2036 Capital Improvement Program reflects many of the same principles and features as the adopted FY 2026 Budget Process Resolution with the following changes:
* Budget questions from members of Council shall be submitted to staff by March 30, 2026, for responses as soon as feasible.
* Council members considering an add/delete proposal requiring a change to a City Ordinance or requiring a new ordinance should begin community engagement efforts as soon as possible following the presentation of the City Manager's Proposed Budget [For FY 2027, February 24].
