ISSUE: Consideration of proposed changes to the original Ordinances governing the Alexandria Independent Policing Auditor as well as the Independent Community Policing Review Board (ICPRB) as recommended by City Council's Subcommittee.

RECOMMENDATION: That City Council:

1. Consider the proposed ordinances on first reading and adopt the ordinances with the Subcommittee's recommended language; and

2. Schedule it for public hearing, second reading and final passage on Saturday, April 26, 2025.

BACKGROUND: The City of Alexandria's Office of the Independent Policing Auditor was first established in April 2021 as a mechanism with which to provide oversight and accountability of the Alexandria Police Department (APD). The City of Alexandria's first Independent Policing Auditor commenced in December 2022. This office serves as a proactive leader in law enforcement accountability of APD to the population it serves and is independent of APD. The City Council also voted unanimously to adopt an ordinance establishing the structure of a new?Independent Community Policing Review Board, to be effective as of July 1, 2021, along with its authorizing state law.

In the summer of 2024, the Auditor began working with an ad hoc committee and the Board to consider changes to the ordinances that Council could consider and which would allow the Board to adopt a readiness resolution. The Auditor presented a series of proposed...
