ISSUE: Consideration of request from KMT Medical Transport LLC to provide private medical transports in the City of Alexandria.

RECOMMENDATION: That the City Council adopt the attached resolution that approves KMT Medical Transport LLC to provide non-emergency medical transportation, either through non-emergency ambulance, wheelchair van or sedan to their clients in the City of Alexandria.

DISCUSSION: KMT Medical Transport is a privately owned, non-emergency medical transportation company established in 2018. They specialize in transporting patients to their doctor's appointments, dialysis appointments and to their residence after hospital discharge. The company is requesting a resolution from the City of Alexandria, per Virginia EMS Rules and Regulations. Section 15.2-955 of the Code of Virginia requires a resolution from the governing body of each locality where a private ambulance service maintains an office, stations an EMS vehicle for response within the locality, or is a Designated Emergency Response Agency to adopt a resolution approving the request. The attached drafted resolution, if approved by Council, will allow the State to complete the licensure process. According to Len Mascaro, EMS Program Representative for Northern Virginia, the company meets all other requirements of the State. The City last approved a similar resolution for All American Ambulance & Transport on June 21, 2012. This private company will not compete with the Alexandria Fire Department's mission or respond to medical emergencies within the City.
