ISSUE: Consideration of an Ordinance to Establish the Stormwater Utility and Flood Mitigation Advisory Committee and terminate the Ad Hoc Stormwater Utility and Flood Mitigation Advisory Group.

RECOMMENDATION: That City Council pass the proposed ordinance to establish the Stormwater Utility and Flood Mitigation Advisory Committee as a permanent committee and terminate the Ad Hoc Stormwater Utility Flood Mitigation Advisory Group as a temporary committee on first reading on Tuesday, December 12, 2023, and schedule it for second reading, public hearing and final passage on Saturday, December 16, 2023.

BACKGROUND: The Ad Hoc Stormwater Utility and Flood Mitigation Advisory Group was established via resolution in January 2021 and first met in June 2021 to assist in the funding, timing, and implementation of flood mitigation projects in response to frequent flash flooding due to intense storms caused by climate change. Since its inception, the group has served a fundamental role in the successful implementation of the Flood Action Alexandria Program ("Program") by fostering communications among the residents affected by flooding, City leadership, and departmental staff to create and carry out program objectives.
