ISSUE: Should the City Council adopt a resolution authorizing the creation of a City Council subcommittee to study and propose revisions to the ordinances for the Independent Community Police Review Board and the Independent Policing Auditor/Investigator?

 

RECOMMENDATION: That City Council adopt a resolution authorizing the creation of a City Council subcommittee comprised of Vice-Mayor Bagley and Councilman Aguirre to study and propose revisions to the ordinances for the Independent Community Police Review Board and the Independent Policing Auditor/Investigator.

 

BACKGROUND: At its public hearing on Saturday, January 25, 2025, the City Council considered ordinances for the Independent Policing Auditor and Independent Community Policing Review Board.

 

DISCUSSION: The City Council unanimously disapproved the ordinances as adopted on first reading on November 12, 2024, and directed staff to bring back revised ordinances consistent with the Council’s direction. To clarify that direction, the City Council authorized the creation of a subcommittee, to include two Councilmembers, to study and propose revisions to the ordinances for the full Council’s consideration.
