Consideration of a Resolution Requesting the Virginia Department of Transportation to Make Changes in the Lane Mileage Eligible for State Roadway Maintenance Payments. [ROLL-CALL VOTE]

ISSUE: Consideration of a Resolution Requesting that the Virginia Department of Transportation (VDOT) include 16.67 lane miles into the VDOT inventory of roadways for the City of Alexandria that are eligible for inclusion in the annual maintenance payments from the State's Commonwealth Transportation Board (CTB).
RECOMMENDATION: That City Council:
1. Approve a Resolution (Attachment 1) requesting that VDOT update the list of roadways in the City that are eligible to receive annual maintenance payments from the State; and
2. Authorize the City Manager to forward the resolution to the Commissioner of Highways and VDOT, and enter into any necessary agreements, and receive the payments.
BACKGROUND: Section 33.2-319 of the Code of Virginia provides that qualifying cities may receive payments from the CTB to assist in funding the maintenance of certain roadways. Each quarter, the City receives a payment from VDOT to maintain certain designated roadways in Alexandria through the Urban Maintenance Program. Roadways eligible for a maintenance payment must be classified through the State Functional Classification System as Principal and Minor Arterial Roads or Collector Roads and Local Streets. Payments are based on the criteria outlined in Section 33.2-319, including general eligible lane mileage for each roadway that also meets additional minimum situational standards, such as right-of-way width, roadway width, and pavement thickness.
