ISSUE: Consideration of a request from Eagle Medical 360 LLC to provide private medical transportation in the City of Alexandria.

RECOMMENDATION: That the City Council adopt the attached resolution that approves Eagle Medical 360 LLC to provide non-emergency medical transportation to their customers in the City of Alexandria.

BACKGROUND: Eagle Medical 360 LLC, a medical transportation company, is requesting the City of Alexandria adopt a resolution approving its operations within the boundaries of the city. If approved by City Council, the attached draft resolution will contribute towards the company’s licensure application with the Virginia Office of Emergency Medical Services (OEMS). Virginia Administrative Code 12VAC5-31-420 requires, “An ordinance or resolution from the governing body of each locality where the agency maintains an office, stations an EMS vehicle for response within a locality or is a Designated Emergency Response Agency as required by Section 15.2-955 of the Code of Virginia confirming approval.”

DISCUSSION: The Alexandria Fire Department confirmed Eagle Medical 360 LLC has initiated the application process with OEMS. The company will not compete with the mission of the department and will not respond to medical emergencies within the City’s jurisdiction.
