ISSUE: Consideration of a request to establish a Towing Advisory Board.

RECOMMENDATION: That City Council approve an ordinance establishing a seven member Towing Advisory Board, authorize the City Clerk to advertise these vacancies, and request that representatives from the following groups participate in the work of the Advisory Board:

1) Local Towing Industry, 2 representatives
2) Alexandria Police Department, 2 representatives
3) Transportation and Environmental Service, 1 staff representative
4) The City of Alexandria, 2 citizens

DISCUSSION: Section 46.2-1233.2 of the Virginia State Code is a new requirement that a governing body appoint an advisory board to advise the governing body with regard to the appropriate provisions of the ordinance as it relates to the regulation of towing operations in the City. The advisory board shall meet at least once per year at the call of the chair of the advisory board, who shall be elected annually from among the voting members of the advisory board by a majority vote.

The main functions of the advisory board will be:

1) Provide a forum for an annual review of the rates and policies related to the towing, storage and retrieval of vehicles towed from private property by the property owner or their authorized agent;
2) To review and approve as necessary any contracts made by the City for municipal towing or other towing at the direction of City officials or their authorized agents; and,
