ISSUE: Consideration of an ordinance to amend and reordain Section 8-1-118 (a) of the Residential Rental Inspection Program Ordinance.

RECOMMENDATION: That City Council:

1. Introduce and pass on first reading the proposed ordinance (Attachment 2) on Tuesday, June 10, 2025; and

2. Set the ordinance for public hearing and final passage on Saturday, June 14, 2025.

BACKGROUND: During the FY25 budget process, Code Administration amended the fees to the residential rental inspection program to offset the cost of performing the residential rental inspections and enforcing the applicable codes per the Virginia Uniform Statewide Building Code (USBC).

The amendment of the Residential Rental Inspection Program fee increase was presented to and discussed with representatives in the industry prior to City Council's adoption of the FY25 Budget.

The proposed amendment to the Residential Rental Inspection Program Ordinance will remove the defined fees in Section 8-1-118(a) and instead refer to the fee schedule adopted by resolution of City Council.

DISCUSSION: The Department of Code Administration proposes this ordinance to simplify the process to amend fees for the Residential Rental Inspection Program and improve clarity for City residents and property owners by including them in the Fee Schedule and removing them from the City Code.
