ISSUE: Consideration of an Amendment to the license agreement between the George Washington Masonic Memorial Association and the City of Alexandria to exercise a five-year renewal option and extend the term of the agreement for space at the Masonic Temple, located at 110 Callahan Street for use as a Radio Facility to facilitate public safety radio functions, operated by the City’s Department of Emergency and Customer Communications (DECC).
RECOMMENDATION: That City Council authorize the City Manager to execute the proposed First Amendment to the License Agreement with the George Washington Masonic Memorial Association.
BACKGROUND: The Alexandria Police Department (APD) and DECC have operated a Radio Facility at the Masonic Temple, located at 101 Callahan Street for over 20 years to facilitate the City’s public safety radio functions. The current ten (10) year license agreement executed in July 2015 is set to expire on June 30, 2025, and has one five (5) year renewal option. The City has requested, and the George Washington Masonic Memorial Association has agreed to exercise the five (5) year renewal option and amend the existing license agreement to add one additional five-year renewal option.
DISCUSSION: The First Amendment to the License Agreement between the City and the George Washington Masonic Memorial Association will allow the City to continue to operate a public safety radio facility at 110 Callahan Street for the next five years through June 2030 and provide the City with an option to extend the agreement for an additional five (5) years, once the term ends. Approval of the First Amendment to extend the license agreement with the George Washington Masonic Memorial Association will allow the City to maintain this public safety radio facility and continue to keep the citizens and visitors to the City of Alexandria safe.
FISCAL IMPACT: The lease rate for the Radio Facility space at 101 Callahan Drive will be $46,764.00 per year in the first year, or $3,897.00 per month with a three percent (3%) annual escalation.
