ISSUE: Consideration of an agreement between the City of Alexandria and the Commonwealth of Virginia, Department of General Services (for the Virginia Employment Commission), to lease 309 square feet of office space for one employee of the Virginia Employment Commission to be collocated in the Alexandria Workforce Development Center located at 4850 Mark Center Drive.
RECOMMENDATION: That City Council:
1. Approve this five (5) year agreement between the City of Alexandria and the Commonwealth of Virginia, Department of General Services (for the Virginia Employment Commission) to lease space at 4850 Mark Center Drive; and
2. Authorize the City Manager to execute a lease agreement with the Commonwealth of Virginia, Department of General Services (for the Virginia Employment Commission).
BACKGROUND: The City of Alexandria Workforce Development Center (WDC) serves as a Comprehensive One-Stop Center under Title I of the Workforce Innovation and Opportunity Act (WIOA) that brings together job seekers who desire employment and businesses that need reliable employees. The WDC prepares individuals through education and training and refers qualified candidates to prospective businesses.
The Virginia Employment Commission (VEC) which administers the State’s unemployment compensation program that provides temporary financial assistance to individuals who become unemployed through no fault of their own, had been, per the federal Wagner-Peyser Act of 1933 requiring the location of employment services offices in each state to be collocated with one-stop centers, co-located and sub-leased space with the WDC as part of the One-Stop Center located at 1900 N. Beauregard Street.
In 2022, as part of the consolidation of the Department of Community and Human Services (DCHS), the Health Department and Neighborhood Health, the WDC relocated to the Del Pepper Community Resource Center at 4850 Mark Center Drive. To maintain compliance with Title I of the WIOA, staff proposes that the City lease 309 square feet to the VEC in the WDC One-Stop Center at 4850 Mark Center Drive to provide office space for one VEC staff to continue to support those individuals that require employment services.
DISCUSSION: The Commonwealth of Virginia, VEC program provides employment services as part of the Comprehensive One-Stop Center in the City of Alexandria WDC. To maintain compliance with Title I of WIOA and to continue to serve as a Comprehensive One Stop Center, the VEC will require office space in the new WDC located in the Del Pepper Community Resource Center located at 4850 Mark Center Drive. The proposed lease agreement will provide 309 square feet of office space in the WDC at 4850 Mark Center to the VEC for a period of five (5) years at a rate of $795.93 per month, or $9,551.16 per year.
FISCAL IMPACT: The proposed lease agreement will provide 309 square feet of City-owned office space at 4850 Mark Center Drive for a term of five (5) years at a rate of $795.93 per month, or $9,551.16 per year. The lease includes a right to terminate by either party with one hundred eighty (180) days’ notice.
