BODY

ISSUE:  Consideration of an ordinance to establish Christ the King Anglican Church as a replacement polling place in lieu of Blessed Sacrament Church and rename the precinct to North Quaker with no changes to the precinct boundaries.

RECOMMENDATION:  That City Council pass on first reading and set for public hearing, second reading, and final passage on June 13, 2026, an ordinance (Attachment 2) to establish Christ the King Anglican Church (1801 N. Quaker Lane) as a polling place in lieu of Blessed Sacrament Church and to rename the precinct North Quaker Precinct.

BACKGROUND:  The Alexandria Electoral Board, which is a bipartisan board comprised of three members who are appointed by the Alexandria Circuit Court for staggered three-year terms, is responsible for making recommendations to City Council concerning changes in precinct boundaries, polling places, and for establishing new precincts. City Council has the statutory authority to make these changes.

On April 27, 2026, the Alexandria Electoral Board voted unanimously to recommend relocating the Blessed Sacrament polling place to Christ the King Anglican Church, with no changes to the precinct boundaries. In making its recommendations to City Council, the Electoral Board was primarily concerned with ensuring that the voting location conforms to legal requirements, has suitable voting facilities and those voting facilities can be fully accessible.

On February 5, 2026, the administration of Blessed Sacrament Church informed Election Officials that Blessed Sacrament was no longer willing to serve as a voting location, after the February 10 Special Election. Blessed Sacrament Church has served a voting location since at least the August 27, 1963, election.

Christ the King Anglican Church is 0.6 miles away from the current voting location, is located within the precinct boundaries and voting can occur on the ground floor lobby. For the April 21, 2026 special election, the facility served as a voting location on an emergency basis.

DISCUSSION:  If City Council approves this ordinance, it will be officially implemented at the earlier of receiving a Certification of No Objection by the Office of the Attorney General as required by § 24.2-129 of the Code of Virginia, or sixty (60) days after the Request for a Certification of No Objection is filed with the Office of the Attorney General of Virginia.  Affected voters will be mailed updated voter information notices.

FISCAL IMPACT:  Voters affected by this change would be sent a notification via mail. This mailing would cost approximately $3,100.
