Consideration of a Grant Application to the U.S. Department of Housing and Urban Development for Homeless Services Planning Costs.

ISSUE: Submission of the annual U.S. Department of Housing and Urban Development's (HUD) Continuum of Care Planning Project application for homeless services.
RECOMMENDATION: That City Council:
(1) Authorize the annual submission of the collaborative grant application for the Continuum of Care funding, up to $671,023, in response to the anticipated U.S. Department of Housing and Urban Development's Notice of Funding Availability, expected grant due date is November 15, 2013; and
(2) Authorize the City Manager to execute all necessary documents.
BACKGROUND: The providers of homeless services for Alexandria have annually applied for the HUD Continuum of Care Notice of Funding Availability. The 2013 application resulted in $661,023 for safe haven, transition housing and permanent supportive housing projects operated by various homeless providers, to house and provide supportive services to persons experiencing homelessness.
DISCUSSION: HUD is expected to issue the annual Continuum of Care Notice of Funding Availability in October. This year, the solicitation is expected to include an additional funding component for planning purposes. The City of Alexandria, as the Collaborative Applicant for The Partnership to Prevent and End Homelessness in the City of Alexandria, will apply for renewed community funding of $661,023. In addition, application will be made for the Planning Project component of the application, for up to $10,000, to allow for strategic planning funding. Of the $661,023 of ongoing funding, $54,929 is allocated to New Hope Housing, $146,103 is allocated to Arlington-Alexandria Coalition for the Homeless, and $459,991 is allocated to the City of Alexandria operated services. Any award for planning funding would be allocated to the City of Alexandria. The collaborative application supports the following community outcomes:
• Reduction in overall homelessness;
• Reduction in the length of time households experience homelessness;
• Increase the number of homeless persons moving to permanent affordable housing
This grant application is consistent with the current City Council Strategic Plan, Goal 4: Reduce Homelessness in the City.
FISCAL IMPACT: If awarded, the community would receive up to $671,023, of which $10,000 is for a planning project for The Partnership to Prevent and End Homelessness in the City of Alexandria. The match for the renewal portion of the grant, approved in the City's FY 2014 budget, will remain unchanged at $108,484. For the new $10,000 planning grant component, a 25% match would be required.
