ISSUE: Consideration of a Resolution Requesting that the Virginia Department of Transportation (VDOT) include 16.67 lane miles into the VDOT inventory of roadways for the City of Alexandria that are eligible for inclusion in the annual maintenance payments from the State's Commonwealth Transportation Board (CTB).

RECOMMENDATION: That City Council:

1. Approve a Resolution (Attachment 1) requesting that VDOT update the list of roadways in the City that are eligible to receive annual maintenance payments from the State; and

2. Authorize the City Manager to forward the resolution to the Commissioner of Highways and VDOT, and enter into any necessary agreements, and receive the payments.

BACKGROUND: Section 33.2-319 of the Code of Virginia provides that qualifying cities may receive payments from the CTB to assist in funding the maintenance of certain roadways. Each quarter, the City receives a payment from VDOT to maintain certain designated roadways in Alexandria through the Urban Maintenance Program. Roadways eligible for a maintenance payment must be classified through the State Functional Classification System as Principal and Minor Arterial Roads or Collector Roads and Local Streets. Payments are based on the criteria outlined in Section 33.2-319, including general eligible lane mileage for each roadway that also meets additional minimum situational standards, such as right-of-way width, roadway width, and pavement thickness.
Each year, jurisdictions can notify the State of adjustments they wish to make in roadway mileage (additions and deletions) as well as changes to the functional classification of existing roadways. These changes can be the result of an increase in traffic or other guidelines set forth by VDOT such as reconstruction and/or widening. The process of notification requires authorization by a jurisdiction's governing body.

DISCUSSION: The purpose of this change is to include an additional 16.67 lane miles to VDOT's inventory of roadways in the City of Alexandria. Presently, the City's eligible roadway mileage for Principal and Minor Arterial Roads is 176.34 lane miles and 335.96 lane miles for Collector Roads and Local Streets. If the requested changes are approved, the Principal and Minor Arterial Roads Lane miles will increase by 1.98 lane miles to 178.32 lane miles and the Collector Roads and Local Streets, lane miles will increase by 14.69 lane miles to 350.65 lane miles.

Since 2017, the City has not requested that lane miles be added to VDOT's inventory of roadways. Therefore, the 16.67 lane miles represent an accumulation of new streets constructed and accepted through the development process since 2017. Please refer to Attachment 2 for the location of new streets and Attachment 3 for the length of each street added.

FISCAL IMPACT: The highway maintenance payment rates for FY 2024 are $28,317.05 per lane mile for Principal and Minor Arterial Roads and $16,625.86 per lane mile for Collector Roads and Local Streets. This request, if approved by the CTB, will increase the City's payments in FY 2024 by approximately $300,301.64. This is a conservative estimate and depends on the functional classification assigned to the roads by VDOT.
