ISSUE: Consideration of resolution to accept $52,913 of CMAQ funds from the Virginia Department of Transportation (VDOT) for Employer Outreach activities in FY 2026.

 

RECOMMENDATION: That City Council adopt the resolution (Attachment 1) to accept CMAQ funds from VDOT for Employer Outreach activities. 

 

BACKGROUND: Each year, the Virginia Department of Transportation (VDOT) allocates CMAQ funds to localities across the Commonwealth to support transportation demand management (TDM) initiatives. These funds are intended to enhance outreach efforts to employers with the goal of reducing single-occupancy vehicle travel, promoting alternative commuting options such as transit, carpooling, vanpooling, biking, and teleworking, to improve regional mobility and air quality.

 

The funds are administered through local TDM programs and help support employer engagement activities, commuter benefit programs, marketing campaigns, and coordination with regional partners such as the Commuter Connections and the Northern Virginia Transportation Commission. The funds are used by the Transportation & Environmental Services (T&ES) GO Alex team to expand employer-based transportation services and promote sustainable commuting options among the City’s workforce. VDOT provides these funds annually through an agreement with no local match required.

 

DISCUSSION: City Council must approve a resolution to formally accept these funds.

FISCAL IMPACT: There is no fiscal impact on the City as there is no local match, and the funds are formula funds distributed to localities annually.  FY 2026 funds total $52,913.
