ISSUE: Consideration of a request from RIDE24 LLC to provide private medical transportation in the City of Alexandria.
RECOMMENDATION: That the City Council adopt the attached resolution that approves RIDE24 LLC to provide non-emergency medical transportation to their customers in the City of Alexandria.
BACKGROUND: RIDE24 LLC is requesting a resolution from the City of Alexandria, per Virginia EMS Rules and Regulations and Section 15.2-955 of the Code of Virginia which requires a resolution from the governing body of each locality where a private ambulance service maintains an office, stations an EMS vehicle for response within the locality, or is a Designated Emergency Response Agency. The attached resolution, if approved by the Council, will allow the Commonwealth to complete the licensure process. The Alexandria Fire Department (AFD) confirmed RIDE24 LLC initiated its application process with the Virginia Office of Emergency Medical Services. The company will not compete with the mission of AFD and will not respond to medical emergencies within the City’s jurisdiction.
DISCUSSION: RIDE24 LLC is a privately owned, non-emergency medical transportation company. Their business focuses on specialized patient transportation to doctors’ appointments, dialysis appointments, and travel to residences following hospital discharge. The company is requesting that the City of Alexandria adopt a resolution approving its operations within the boundaries of the City. If approved, the attached draft resolution will be included in the company’s licensure application with the OEMS.
