Public Hearing, Second Reading and Final Passage of an ordinance to amend and reordain Section 8-1-130 (Vacant Building Registration) by amending subsection (a), all of Chapter 1 (BUILDING CODE), Title 8 (BUILDING CODE REGULATIONS) of the Code of the City of Alexandria, Virginia, 1981, as amended. ISSUE: Consideration of an ordinance to amend and reordain Section 8-1-130 (Vacant Building Registration) under newly granted authority by the General Assembly in the 2024 legislative session.
RECOMMENDATION: That the City Council adopt the attached Ordinance (Attachment 1). The ordinance shall be effective immediately.
BACKGROUND: HB 1486/SB 48 was presented and approved by the General Assembly on April 8, 2024. This state law expands the categories of vacant homes of which localities may require annual registration.
DISCUSSION: An Act to amend and reenact § 15.2-1127 <http://law.lis.virginia.gov/vacode/15.2-1127> of the Code of Virginia, relating to vacant building registration to include additional text defining and including criminal blight. The Act was passed by the House on February 27, 2024 and passed by the General Assembly April 8, 2024. The City of Alexandria wishes to amend Section 8-1-130 Subsection (a) of the Code of the City of Alexandria, Virginia, 1981 to use the authority granted by the Commonwealth by HB 1486/SB 48.
FISCAL IMPACT: The proposed poses no financial impact to the City of Alexandria.
