ISSUE:  City Code Section 5-6-26 needs to be amended to conform to the new rate previously adopted by Council and to accurately reflect current billing and collection methods.
 
RECOMMENDATION:  That City Council 1) introduce the attached ordinance for first reading and set it for public hearing on November 17, 2012; and 2) adopt the attached ordinance thereafter.
 
BACKGROUND:  City Code Section 5-6-26 sets forth the rate and manner of billing and collection of the City's sanitary sewer maintenance fee.  Council previously adopted a rate change, which needs to be codified.  In addition, the charges are no longer billed and collected on the City's behalf by the water company, but rather by the Alexandria sanitation authority and the proposed ordinance amends the Code to conform to that change.
