ISSUE:  City Code Section 2-5-11(a)(6) sets forth a list of specific City staff who are required to file financial disclosure statements.  Staff is requesting that the Code Section be amended to more generally reflect the level of staff required to make the filing and allow the City Manager to make specific designations as necessary.
 
RECOMMENDATION:  That City Council 1) introduction the attached ordinance for first reading and set it for public hearing on November 17, 2012; and 2) adopt the attached ordinance thereafter.  
 
DISCUSSION:  City Code Section 2-5-11(a)(6) sets forth a list of specific City staff who are required to file financial disclosure statements.  This is separate from the list of elected officials and senior management who are required to file the same statements.  The list of City staff is generally comprised of department directors and deputy directors. Over time, that list has become outdated, references departments that no longer exist and otherwise is unclear and unwieldy to administer.  Staff is requesting that the Code Section be amended to more generally reflect the level of City staff required to make the filing and allow the City Manager to make additional specific designations as necessary, to ensure that the proper staff are filing financial disclosure statements and that the overall goal of high governmental ethics and transparency are advanced without the need for future Code changes.
